(ភ្នំពេញ)៖ នាព្រឹកថ្ងៃសុក្រ ទី៨ ខែធ្នូ ឆ្នាំ២០២៣ លោកជំទាវ ចម និម្មល រដ្ឋមន្រ្តីក្រសួងពាណិជ្ជកម្ម និងជាប្រធានគណៈកម្មាធិការជាតិការពារអ្នកប្រើប្រាស់ «គ.ជ.ក.ប.» បានអញ្ជើញដឹកនាំកិច្ចប្រជុំលើកដំបូងរបស់ខ្លួន ក្នុងនីតិកាលទី៧ នៃរាជរដ្ឋាភិបាលកម្ពុជា។ ក្នុងកិច្ចប្រជុំលើកដំបូងនេះ មានការអញ្ជើញចូលរួមពីឯកឧត្ដមអនុប្រធានអចិន្ត្រៃយ៍ ឯកឧត្ដម លោកជំទាវ ជាអនុប្រធាន និងសមាជិក គ.ជ.ក.ប. ដែលអញ្ជើញមកពីតំណាងក្រសួង ស្ថាប័នពាក់ព័ន្ធ។
គណៈកម្មាធិការជាតិការពារអ្នកប្រើប្រាស់ បានកសាងនូវកម្មវិធីជាតិស្តីពីកិច្ចការពារអ្នកប្រើប្រាស់ ដើម្បីឆ្លើយតបទៅនឹងបរិបទទូទៅនៃកិច្ចការពារអ្នកប្រើប្រាស់ បញ្ហាប្រឈមចំពោះកិច្ចការពារអ្នកប្រើប្រាស់ និងតម្រូវការចាំបាច់របស់អ្នកប្រើប្រាស់។ កម្មវិធីជាតិនេះ មានគោលដៅសំខាន់ៗ ចំនួន ៣ គឺ៖ ១) ធ្វើសុខដុមនីយកម្មក្របខណ្ឌកិច្ចការពារ អ្នកប្រើប្រាស់ឱ្យមានសង្គតិភាព សម្រាប់ជំរុញទីផ្សារឱ្យមានសុចរិតភាព តម្លាភាព និងទំនួលខុសត្រូវខ្ពស់ ២) ពង្រឹងសិទ្ធិអំណាចអ្នកប្រើប្រាស់ ដើម្បីជំរុញការអភិវឌ្ឍសេដ្ឋកិច្ចប្រកបដោយបរិយាប័ន្ន និង ៣) បង្កើនទំនុកចិត្តក្នុងធុរកិច្ច ដើម្បីចូលរួមធ្វើឱ្យប្រសើរឡើងនូវប្រសិទ្ធភាពសេដ្ឋកិច្ច។
នៅក្នុងកិច្ចប្រជុំនេះដែរ គណៈកម្មាធិការជាតិការពារអ្នកប្រើប្រាស់ ក៏បានអនុម័តនូវ ៣ ចំណុច ដូចខាងក្រោម៖
១. បង្កើតគ្រុបតេលេក្រាមរបស់គណៈកម្មាធិការជាតិការពារអ្នកប្រើប្រាស់
២. កែសម្រួលជំពូកទី២ មាត្រា២ នៃអនុក្រឹត្យលេខ ១៣៥ អនក្រ.បក ចុះថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០២០ ស្ដីពីការរៀបចំនិងការប្រព្រឹត្តទៅនៃគណៈកម្មាធិការជាតិការពារអ្នកប្រើប្រាស់ តាមសំណើរបស់ទីស្ដីការគណៈរដ្ឋមន្រ្តី ក្នុងការបន្ថែមសមាជិក១រូបទៀត តំណាងទីស្ដីការគណៈរដ្ឋមន្រ្តី
៣. កែសម្រួលបទបញ្ជាផ្ទៃក្នុងស្ដីពីរបៀបរបបការងាររបស់គណៈកម្មាធិការជាតិការពារអ្នកប្រើប្រាស់។
Her Excellency CHAM Nimul, Minister of Commerce, and the Chairwoman of the National Commission for Consumer Protection chaired the 1st NCCP meeting.
(Phnom Penh): On the morning of Friday, 8 December 2023, Her Excellency CHAM Nimul, Minister of Commerce, and the Chairwoman of the National Commission for Consumer Protection chaired the 1st NCCP meeting of the 7th Legislature of the Royal Government of Cambodia. This first meeting was also attended by His Excellency the Permanent Vice President, Excellencies Vice President, and members of relevant ministries and institutions.
The National Program for Consumer Protection was established to address the general context of consumer protection, solve consumer challenges, and meet the main demands of consumers. The purpose of this national program is to: 1. develop coherent consumer protection frameworks for transparent and accountable market conduct; 2. promote consumer empowerment for an inclusive economy; and 3. enhance trust in commercial activities for economic efficiency.
Additionally, the National Commission for Consumer Protection has adopted the following three points:
1. Establish the Telegram Working Group of the NCCP.
2. Amend Chapter 2, Article 2 of Sub-Decree No. 135 dated 27 August 2020, on the Organization and Functioning of the National Committee for Consumer Protection at the request of the Office of the Council of Ministers to add one member to represent the Office of the Council of Ministers.
3. Amend the Internal Regulations of the National Commission for Consumer Protection.
